This is entirely subjective on my part, but having passed the RHCE, LPIC-1, and a single exam from Sair, I feel confident in saying that the quality of the Sair exam I took was the lowest of the three. As I reported on O'Reillynet, I found a number of ambiguous questions and language problems.


As for getting to the RHCE on site, it's probably not worth the struggle. You'd need to equip a training room and get certified trainers. While I'm not privy to Red Hat's requirements on the hardware and administration, it's probably somewhat complicated.
