        That's a REALLY BAD combination.  Publisher generates crappy 
printed output, which then gets turned into poor quality PDF's.

        The only product that I can think of that will give you that kind 
of layout control is StarOffice's WP component - assuming you want a GUI 
tool as opposed to using some TeX variant.  I've seen a couple of 
commercial products for Linux that will do it (WordPerfect, ArtStream, 
Applix, etc.).
