[PLUG] Debian pseudo image

I'm attempting to download a copy of Debian.
I got the debian pseudo image kit, got the binary-i386-1.list
Now I am supposed to run the rsync command. I keep getting a
'client: nothing to do' message. According to the README there
should be quite a bit to do.
Can anyone lend some assistance?
I'm using a windows box to do this, and have tried several of
the debian rsync mirrors. I read the FM. It's a little vague.
