At first, I thought that you had hit upon the solution. Perhaps something I was launching from the KDE Panel was preventing the panel from working until I quit that app. Then, I remembered that this happens when I launch apps from the terminal, also. In fact, I only get the error feedback when I attempt to launch from the terminal. When I try to launch from the panel, I get no error message. Simply, nothing apparent happens.

besides the window manager?  For instance if one of the menus is
configured to run a specific app without the & at the end then you
cannot go back to the window manager.  Xauth seems to be OK if you can
kppp as root at the start of the session.
