I've seen this discussed some, even though I don't use an RPM-based
distro.

Basically, with the release of RedHat 7.0, RPM v4.0 was released, which
uses a different format for .rpm files.  Without claiming false
authority and sounding like I actually know what I'm talking about WRT
RPM, I can point you to archives from another list I'm on.

Be forewarned, though, I've heard that converting from RPM v3 to RPM v4
is a rather error-prone process.  I'd recommend reading all 5 threads in
their entirety before proceeding.

Note that one can unpack any given valid .deb file with a combination of
"ar -x" and "tar -xzf".  ;-P
