It's not really a move to text, as much as new development for 4.x.x. 
XF had two tools in the 3.3.x world, xf86config & XF86Setup. 
Historically, XF86Setup was relatively new, but GUI based.  xf86config
was text based and the best working and most complete tool for 3.3.x
configuration (ignoring third party tools).

With the move to 4.x.x, there were no tools initially.  Then there was X
--configure, which probed for cards with the Xserver and spit out a
likely config file.  Then work was started on a new config tool, and the
first effort is text based, thus xf86cfg.  (I'm not really convinced the
naming scheme hasn't created a bunch of confusion.)
