I've had similar problems before and the vast majority of the time it's a permissions issue. If you don't have read/write permission (actually, read should be sufficient, but you can't write to it anyway, although it might be necessary for certain things, I don't know) on the device (not /dev/cdrom, but whatever it points to), "chown root.cdrom /dev/hdc; chmod 660 /dev/hdc" and then add yourself to the cdrom group.
