I occasionally get the same error with rp3. You can turn off the external modem, but that still doesn't close the "interface". For a while, my solution was to use the KDE utility kppp (which I really liked), but when FastNet (what a misnomer) bought NetReach, the kppp login script stopped working (and nobody at FastNet support knew what Linux or a login script was). Unable to fix it myself, without help, I switched back to rp3. I'll try to answer your questions below.

It did not successfully disconnect your modem or the PPP interface.


2. Suggest a remedy, like

a. Bypassing the GUI by calling the dialup script from the command line
(how) or

I noted someone else helped you with this.


b. Installing a better dialer?

I liked kppp (if it works with your ISP).


c. Unlocking the relevant file?

I usually was able to fix it by turning off my external modem, turning it back on and redialing when I was ready.
