Most likely.

When getting "business" DSL, they assume you want SDSL, where both up and downlinks are the rated the same speed, while "residential" DSL is ADSL, where downlink is fast and uplink is slow. As such, SDSL is more expensive than ADSL.

Also, for businesses they will most likely give you a block of statics rather than dynamics or the evils of PPPOE.
