I don't think gpg goes well with the concept of a mailing list.  I think
the best option would be to have each member set up their mail client to
encrypt every message they send to the list with the keys of all of the
other members.  Encrypting just to one key belonging to the list itself,
and then having the listserver software re-encrypt it to all of the members
would increase the over all processing required.  If the users encrypt to
all of the other users, you don't bottleneck at the server.
I don't think it would be too hard, say, with mutt.  

But I think you may want to try something different.  As much as I
dislike them, a web based message board might be better.
