Nothing to do with firewalling at all... Tripwire is a host-based intrusion
detection system.  Host-based IDS is primarily concerned with maintaining
file integrity.  That is - your config files haven't been replaced, and 
your important binaries haven't been replaced by trojaned binaries.

Tripwire isn't a "complete" IDS solution, as it lacks the network component.
