The ISP gets you access to the Internet. So yes, an ISP is an 
absolute necessity.

After that, you can run your own mail server, web server, etc - if 
the ISP allows you to (Verizon, Comcast, AOL do not; DCA, Speakeasy 
do).

If you want the ISP to do your email, web, etc for you, of course 
they will. That all comes bundled in the price they charge you for 
Internet access (usually).
