Verizon didn't. Perhaps now they don't. When I signed up for Verizon service 2 years ago, I did have to pay $100 (I think it was) for the modem (instead of the full $200 modem cost). I think their sign-up deals now waive that fee ... but only if you promise to stay with them for a certain amount of time (a month, probably). Leave before that time, and you pay for the modem.
