The ILEC <verizon in this hypothetical>, the CLEC <let's say dca.net cause I like em>, and the end user are all involved in layer 2. You have your dsl bridge at the user's end, the xdsl equipment at either the ILEC or CLEC depending on the ISP. If the clec is the isp, you have a main frame connection to a repeater or in some cases a heikimian, that then takes the signal to the collo space.
