specifications for VCD (NTSC and PAL), SVCD (Super Video Compact Disc),
and other VCD formats, as well as pointers to additional reading
material, tools, and the like.

In Debian, you have vcdtools and vcdimager.  vcdtools, in its README,
starts out by saying, "Video CDs are ordinary CDROMs in a special format
which contain MPEG-1 encoded video".  There's also VCDGear, which is
gratis and non-Free, available at <http://www.vcdgear.com/>, which has a
Linux version.

Ian: I don't see why you're saying it's "illegal"; you lawfully acquired
the VHS copy, right?  And you're making a copy for yourself, which is
legal.  In any case, I'm not familiar with what video conversion
packages are out there for Linux.  MPlayer (homepage:
<http://www.mplayerhq.hu>) might help you, though; it has a few options
to dump audio and video to files.
