Is it clicking or zapping?  Clicking could be a relay.  Zapping could be 
an arcing.  If you have extra hardware available try swapping out the 
monitor or PC.  Is the noise there when the monitor is off or 
disconnected?  Is the noise there when the PC is off or disconnected 
from the monitor?
