[PLUG] Troubling burning large ISO's

I'm trying to burn Mandrake 9 CD's, they are about 695Mb. I am using an 80 min disk, but they fail to fixate correctly. My burner is pretty old, a HP71XX series, 1x2x24. Could the burner be the problem? or do i need different disks?

If it's the burner, I have another burner availble to me, but only with Windows 2000. Does anyone know of free Windows software that will burn an ISO?
