I run with DirecTV DSL.  I've been very happy with it.  I have my static
ip address and I have had very little downtime at all.

As far as blocking ports, they do have some things filtered, but nothing
too severe in my mind.  I know that Comcast and Bell Atlantic would be a
huge step down.  Here's my nmap outside my firewall (and DirecTV) and
judge for yourself:
