Does /etc/pnm2ppa.conf exist? This was a reported bug I stumbled across
recently when I was setting up CUPS on Debian Stable.
If it doesn't, just do a:
touch /etc/pnm2ppa.conf
then
/etc/init.d/cupsys restart
Optionally, you could check the example .conf's in
/usr/doc/pnm2ppa
