Says who? Under what specific circumstances?

Many distributions, operating systems, and daemons that perform
logins (login(1), sshd(8), pam(8)) may default to this, but it's
always configurable.

The default in RedHat, at least up through 7.3, is to /not/ allow root to login directly using telnet or even a serial console. This constraint can be altered by editing the /etc/securetty file.
