That was, originally, to cover subsidizing Ma Bell to build the national (then, analog) telco network, a significant economic layout. We're digital now, the reforming Bell's are charging us as if they're still using an analog network (with its extremely high upkeep and install costs) when they're actually using a digital (with its extremely low upkeep and install costs) network, and that tax has never been repealed.
