No, it's the power supplies, not my electrical system.  The first one 
acted like it was shorted.  It caused the CPU fan to twitch, then it 
shut down.  I threw the supply away out of frustration with the company 
which sold it to me and the company which made it.

The second one acts the same way almost, but this time I can actually 
tug on the wires to get it running.  While it's running I can hear a 
sizzle sound.  Sounds like something it try to short out the supply.
