I can say this: there are good alternatives out there. You want a stable distro with a long development cycle, easy upgrades and a price that your dept can afford without strange PO requirements? Good, I thought you might. Check out Debian GNU/Linux. For a variety of reasons, I've been playing with it and think with a little bit of creative scripting it could be a viable alternative to RHAS or RHES in many cases. You already said you were looking at Debian so I don't think I need to say anymore beyond further encouraging you. I'm presently using RHAS at work and feeling like it's not all it's cracked up to be (for the $$$).
