OK, maybe port 80 is having a problem?

Maybe the firewall is going into a "safe" state instead of being opened 
when the service is stopped.  Shorewall does that.  The command 
"shorewall clear" opens the firewall while "shorewall stop" doesn't 
something more mysterious.
