Personally, I don't think the off-topic traffic has been much of an issue.
Much of what is commonly labeled as off-topic I find to actually be quite
relevant, and it's easy enough to delete or ignore threads that aren't.

A number of years ago, James Smallacombe <up@3.am> created the "offtopic
bullshit" mailing list.  Sending mail to otbs-unsubscribe@3.am gets you in,
but there hasn't been much activity recently.  I count fifteen messages in
the past thirteen months, and only four this year.
