WINS is only necessary for NetBIOS sharing across different subnets.

Try turning on a share on the Win98 box - even just a temp directory.
Sometimes, that helps. As does turning on debug logging at the Samba
machine.

Try to connect manually - i.e., don't browse; search for the Samba machine
by IP address. If you can do that, you can probably access the share.

Then you just have to fix the browsing. :-)
