There are quite a few Open Source HA products available.

It is written in Perl; and therefore runs on anything that runs Perl.

Also, to do what you want to do, you can buy a Sensephone, or some of 
the
"pure" X10 devices from SmartHome, X10 and a variety of other sources.
(There are X10 controllers with phone interfaces.)
