that's a good question.  it looks like there's a key for both of
those diacritics on the keyboard, but i might be mistaken.
unfortunately the laptop doesn't have an os installed at the moment
so i can't be sure :)

sure, though i don't know that mutt is psychic enough to automatically set
the message character encoding to play nicely with mua's not smart enough
to figure out the encoding on their own (i believe that it's jis, but
could be mistaken).
