The freedom of the country is irrelevant: it's about common courtesy and writing in a manner and style that makes it easiest for those reading the list. Every list is certainly free to make whatever rules they want. Indeed, there are many unwritten rules that you already follow, most of which are at least as annoying and disruptive as top-posting. For example, you could BE USING ALL CAPS, or sending your email only in HTML, or even letting your sentences run well past 80 characters. Those actions, like top-posting, should not be condoned on any list, and a gentle reprimand from the list admin is certainly an appropriate first response. However, your downright laziness in not bothering to properly reply to things, including quoting the entire PLUG footer in the very email in which you claim to "cut off non-relevant portions", certainly gives others on the list the right, if not the obligation, to further reprimand you in public.
