Well, the logs cover a period of 13 days.  This just happened:

Thu Aug 19 13:37:35 EDT 2004  Power is back. UPS running on mains.
Thu Aug 19 13:37:34 EDT 2004  Power failure.
Thu Aug 19 13:37:25 EDT 2004  Power is back. UPS running on mains.
Thu Aug 19 13:37:23 EDT 2004  Power failure.

I actually saw it happen.  This WinXP PC rebooted and the lights blinked 
off for a second.  My VoIP phone and GNU/Linux PC stayed up.  Wow, I 
hope this isn't what has been happening.  It might be time to get an 
extension cord and add the WinXP PC to the UPS.  (I just haven't wanted 
to deal with apcupsd master/slave mode.)
