You could set your Outlook to default to plain text, and page down to the bottom and start posting there. Or even better, interleaved, and add your comments only to the sections applicable. That's what I try to do when using Outlook. It's a bit more work, but nothing debilitating. And somewhere out on the Net is an Outlook plugin that is supposed to make it quote properly and start replies at the bottom, if you're really that much into it.
