The intention of the message I sent, quoted above, was to do just that.

Jeff and I contacted Howard privately describing our concerns and the
course of action we were considering before implementing it, with the
hope that it could be avoided.  Only after Howard responded to that
message (which was also cc'd to the list) was moderation enabled, and
mail sent to the list informing everyone of the change.
