Yes, functionally it will be the same.  For an explanation of why DHCP is
necessary despite the fact that they guarantee you'll be assigned the same
IP address each time, please see the following threads in the list archives:

In short:  A request mechanism is required between you and DCAnet in order
to detect when Verizon shifts things around without notice, which in turn
changes the network interface on the DCAnet side you show up on.
