The PLUG list does not include a "Precedence: bulk: header, perhaps
it should.

Actually, I just did a random check of my limited archive and it does contain a "Precedence: list" header. It used to have a "Precedence: bulk" header until around 2005-Dec-12 when it was changed to the current "list" header.

Hmmm ....

I wonder if most/any vacation programs out there today look for "Precedence: list"?

Historically, vacation only looked for "Precedence: bulk" or "Precedence: junk".

This is apparently true of the "current" version -- as in the version currently distributed with the latest complete release of Free BSD. Or at least that is the way it is documented.
