most people who do this do it either because (a) their mailer isn't
capable of doing pgp/mime, or (b) they're sending it to people who
aren't capable of reading pgp/mime (or perhaps would be scared by
the extra attachment).

you might be able to pull some voodoo with mutt's message-hook feature,
but it would definitely be a hack, and you would have to scan every
mail every time you opened it for the inline signatures.
