[PLUG] OT: recommend cheap, reliable webhost?

Yep, OT again.  Apologies, but this seems the best-informed crowd to ask.

My father wants to set up a website for a small business, and asked me to 
check out some hosting companies for him.  Perusal of the hosting 
companies' websites, and of the various hosting discussion websites, gave 
me the impression that there are a lot of "used car dealers" out there.

Can anyone recommend a reliable host?
