I switched from DCA to Cavalier (phone + DSL). No downtimes yet. I used to
have DCA route their downtime announcements to my pager. Didn't help...
On the other hand, like you said, when it worked, it worked. Static IP,
more direct connection to UPenn, good speed (for me).
