Yes DCAnet is DHCP/MAC address. I would expect that for most home
customers it would never be a problem.

Originally DCAnet provided true static IP addresses. A couple of years ago they switched to "permanently assigned to your MAC (via DHCP)" IP addresses.

DCAnet has always used the MAC addresses to control usage of the router ports.

Right now, since I'm a long time customer, I have a mix of both. However, anytime I replace the NIC card in a box, I loose another true Static IP address.

I see two companies supplying internet, Comcast and Verizon, and the
little guys eventually giving up. Then once they have it locked up they
will control VOIP also!!! Scary thought.

Once the FCC declared that Data Services did NOT have to be provided as part of "equal access," all of the RBOCS have raised their rates on things like DSL services to the point where they are typically selling the service to the reseller at the same price they sell to an end user. Only the Tariffed services (things like T1 or DS3 circuits) are still Regulated.

The major problem is that especially the RBOCs, but the Cable companies also, are scared stiff of VOIP competition because it destroys the EXTREMELY LUCRATIVE long-distance phone call income base. For a number of years, long-distance service was a massive cash- generating profit center for the RBOCS which the Cable companies wanted to tap into. Now, VOIP is dramatically cutting in to that profit center.
