Don't know if it was a FIOS box, but when we had the last extended power failure
after the storm some of the power poles around here had portable generators chained
to them to run the box.

Most likely it was Comcast. In another life I used to work for Suburban Cable.
It was quite common to have generators out in the field for a week after large
storms. Even chained to the pole, it was also quite common for them to disappear. The really critical locations we would have someone actually sit
with it to keep it fueled and make sure it did not walk away.
