There's a chance you might be using an old termcap and/or an old
version of screen.  This is discussed in the screen faq at
http://www4.informatik.uni-erlangen.de/~jnweiger/screen-faq.html, in
the section "I can't get character line graphics (from the alternate
character set) under screen".
