I think you mean DTV (Digital TV) which will still be NTSC (so far as I
know) and completely non-related to HDTV (High Definition TV).  Unless

you have the means to watch HDTV, you're spending a lot of money for an
HDTV tuner card that will give you a picture you can never appreciate.

This answer depends on whether you are recording HD over the air and if you have a decent progressive scan SDTV, 480p. BTW the cut-off date, February 17, 2009, is not too far off. Do you plan on junking those new cards in two years? I have no clue what the cable companies are up to with regards to the cutoff, so I can't speak to that. From the way I see it, if you plan on using cable for all your TV needs, just get the stock cable provided DVR and be happy.
