Thanks for asking here, and I'm really glad to see so many responses, since I'm 
seeking something similar for Manayunk.

Ha! If by "small" you mean 200%! For example, Comcast is running a
special...high speed internet (3Mbs/down, about 4x faster than typical "high
speed" consumer DSL) for the first 6 months (then going up in price). However,
if you don't have cable TV service, the price is $57.95/mo.

I'm anxiously seeking a broadband solution for myself in Manayunk.

Verizon insists that they won't sell me a dry loop DSL plan, but they'll be glad
to sell DSL and landline telephone... I dislike paying for a landline that I'll
never use (I haven't had a landline in ~3 years) and getting slow DLS (768Kb/s).
I've already got a contract for Dish Network TV (with a $$$ early termination
clause) because Comcast didn't serve our block in August when we moved in, so
getting cable TV service is redundant.

Personally, I'm really sorry that closednetworks.com is out of business (and
their replacement isn't taking residential customers).

I thought that FIOS (unavailable in my area) was about $79~$119/mo, before you 
start adding in TV/voice/etc. over glass.
