I am not sure I understand. How does Vista magicaly know the DST rules? Wasn't it just because it is new and it came out after the rules were in place? All other versions of Windows have updaes at the MS site. If you keep your system updated there will be no problem. It is my opinion there will be less problems with Windows systems because of these automated updates. Updates exist in Linux versions but they are often not exercised.
