We don't have overlords. :-) We have a fairly anarchic organization, operated largely by general consensus and volunteers who step up to facilitate activity when needed. It's a system which I think, perhaps surprisingly, has served us very well over the years. If you'd like to try to organize a meeting related to network neutrality, please feel free. However, PLUG really isn't setup in a way such that we can make political statements that represent the entire group.
