Hey Mitch,
It may not be what you are looking for, but the macbook is the cheapest
laptop for the specs that I can find on the market at $1099 (and they
just upped the minimum specs this week). Apple does do tech support
through Applecare but it is expensive. My G4 Powerbook has been running
solidly for 3 1/2 years. They do have a refurbished units but the price
difference is not that great (read lousy). Any laptop that lasts more
than 3 years on average seems worth a little extra money to me.
I also deal with my father in law who is a windows user, an academic and
a technophobe and I can honestly say that an inexperienced windows user
can produce a lot of tech support need. Inexperienced mac users are
shielded by the OS since it is dramatically less prone to infection ans
so damn helpful and friendly.

I'm asking because a friend of mine wants to buy a laptop. He's a classic humanities technophobe, and I'm his go-to guy for tech help. I'm trying to find him something that meets his financial and technical comfort zone (both limited).
He's used to XP. I think he could get used to a Mac. I don't think he'll be happy with Vista or Linux (even Ubuntu).
Any advice on where he could look for a cheap, reliable laptop?
