I second that.  It's the first thing I thought of.  It seems obvious to most of us, but when you don't know, wtf do "etc" or "var" or even "/usr/local" tell you?
Also not obvious is that a non-root user can typically only alter his or her home directory.

I also think du, df, ln, and find are essential.

Is this geared towards server administration or desktop users? My
beginnings were in a college sys admin course., they may be more
utilitarian then what your looking for.
