He's discussing Digital vs Analog cable not Over-the-Air HD. You're link applies to OTA not cable...

2/17/09 is the date....but that has slipped at least once before.  But Feb
17 was codified into law by the "Deficit Reduction Act of 2005".  Hmmm, that
must not be your or my budget deficit. ;)
