My go to method for locating the file a package is in has been keeping a
 Contents-i386.gz file around from your favorite package mirror.  You
don't need to update it all that often.  Then when you need a package
name for a file:

[michael@orion(~)] zgrep unicode/uchar.h Contents-i386.gz
usr/include/unicode/uchar.h                   libdevel/libicu36-dev

Both Debian and Ubuntu have package database websites that offer a
search by filename method as well.
