i'm guessing it's fi-os internet?
if so, they do a LOT of port blocking.

(but not obviously ALL, because otherwise..well, you wouldn't be able to do much, really)

if i were you, i'd set up a time and let him do, and do a portscan and see if you can traceroute anything. there has to be at least ONE open port. if so, you can prolly set up an SSH tunnel/VPN through it and then from there use everything else..
