Wow, I've forgotten how awful Debian's BTS was, since I've been using 
reportbug-ng and "bts" (from the "devscripts" package).

You send an email to "submit@bugs.debian.org" that has in the message body:
	Package: x11vnc
	Version: 0.9.3.dfsg.1-1
	Severity: wishlist
	
	Make a menu entry for x11vnc or I'll cry.  I mean it!

Or you can use a nice tool like reportbug (shell) or reportbug-ng (GUI).
